Security is enforced below the interface
The button is not the security boundary.
The app resolves capabilities for the user, but Dataverse privileges and server-side custom API checks remain authoritative.
Project Manager
Can create and update project and consultant records, but cannot deactivate projects.
Read-Only
Can search and review project, consultant and performance information without write controls.
Unassigned
The app stops before loading business data when the capability resolver finds no approved role.
Release boundary: build, automated tests, Solution Checker, release packages and Administrator-host workflows are verified in Development. Named Project Manager and Read-Only UAT, remaining client mappings and managed promotion to approved target environments are still required.
